Exactly. Well, except when there's only three left, they only do a HOH, not a Veto, and whoever gets the HOH determine's who the last person remaining is.

They do a three part HOH .. but they have also done a veto.

I remember that they have done a final veto, it was called diamond. Because I remember Allison winning it season 4.
