Each nominee gets to pick who they want and those not picked are exempt from being a replacement. Then they could not pick their friends to keep them safe but have less of a chance to get off the block if they don't win it. This way a nominee can risk it to make sure they have more friendly votes if they stay on the block, or potentially take a vote away from the HoH's alliance.
